The illegality of re-creating humans
From their “social media” this we know now, it's nothing more than a bot filled, AI garbage dump. Where AI goes to dump deep fakes, pedophilic material, along with other almost equally damaging material. often the people involved with deep fakes never seek permission to produce the (I hesitate to call it this, but) “Art”. Kids who haven’t even come of age to think about sex are having sexual images generated of them. Why? Probably because most of the tech industry is a bunch of fucking pedo bastards who deserve to be strung up in Town square. But since this is illegal, and not really a great way to solve your problem.
Regulation, the carrot, or the stick?
For example, to bring it down to a personal level or on a local level. if your city were to walk up to you and say we want you to get rid of all this junk around your house or we'll fine you, likely you'd become defensive and want to put up a fight. The same can be true about organizations like small farms and cooperatives and business. But if the city were walk up saying, We’d like you to clean up all this junk, is there anything we can do to help you accomplish this. That changes the whole tone on the subject, making individual people be less defensive and more cooperative. In efforts to better the world.
